වුවත් වර්ෂ 1979 දී පවත්වන ලද ජනාධිපති වරණයෙන් ඔහු පරාජයට පත්විය. එම නිසා නැවතත් දූෂණය
රජ කරමින් නැවතත් ආර්ථික පරිහානිය කරා ගමන් කරන ලදි.
නමුත් 1989 වර්ෂයේදී පියරෙස් නැවත බලයට පත්වන අතර පෙර ඹහුගේ පාලන කාලය තුල සිදු කරන ලද්දා වු ජනතා හිත වාදී ප්‍රත්පත්ති නැවත ක්‍රියාත්මක නොකරන ලදි. ඒ වන විට ඔහු ඇමරිකානු
බල කදවුරේ ගොදුරක් විය. ඔහු ජනතා හිතවාදී ප්‍රතිපත්ති ක්‍රියාත්මක කරනවා වෙනුවට එක්සත් ජනපදය විසින් පැටවූ නව ලිබරල් වාදී ආර්ථික ව්‍යුහයක් ජනතාව මත පැටවීය. එමගින් රටේ දුප්පත් ජනතාව තව තවත් පීඩනයට ලක්විය. එම පීඩනය කැරකස් අගනුවරදී පිපිරී යන ලදි. එය කැර‍කසෝ කැරැල්ල නමින් ප්‍රකට විය. එයින් උද්දාමයට පත් චාවේස් ප්‍රමුඛ MBR-200 මෙම මිනිමරු රජයට එරෙහි ව සටන් වැදීමට
කටයුතු සංවිධානය කරමින් සිටියහ. ඔවුන් කෝසා.ආර් නම් වාමාංශික පක්ෂයෙන් තම කැරැල්ලට සහාය ඉල්ලා සිටියේය. කෝසා.ආර් නම් වාමාංශික පක්ෂය මුලින් සහාය දීමට තීරණය කලත් පසුව එම තීරණය වෙනස් කරගනිමින් කැරැල්ලෙන් ඉවත් විය.

පහක් උපයෝගි කරගෙන කාලෝස් ඇන්ඩ්රියෙස් පෙයරස් හා හමුදා ප්‍රධානීන් අත් අඩංගුවට ගැනීමයි. චාවේස්
තම සංවිධාන කටයුතු සිදු කිරීමට බලාපොරොත්තු වූයේ මිරැෆ්ලෝරස් මාලිගය අසල වූ කෞතුකාගාරය තුල

පසුදාට පහන් විය.ජනපති පියරෙස් රූපවාහිනිය ඔස්සේ පෙනී සිටිමින් ප්‍රකාශ කලේ වත්මන් රජයට එරෙහිව හමුදා කණ්ඩ කිහිපයක් විසින් කැරැල්ලක් දියත් කොට ඇති බවත් දැන් එය රජය විසින් මර්ධනය කරමින් සිටින බවයි.චාවේස් මෙය දුටුවේය.ඔහුගේ මනස ව්‍යාකූල විය.සිදුවන්නේ කුමක්දැයි ඔහු තේරුම් ගැනීමට උත්සහා කලේය.තමා දැඩි ලෙස විශ්වාස කල ඇතමුන් තමාව පාවා දී ඇති බව ඔහුට අවබෝධ විය.දැන් ඉතින් කල යුත්තේ එකම එක දෙයකි.ඒ. රජය දන්වන පරිදි ආයුධ බිම තබා යටත් වීමයි.එසේ නොවුනොත් සිදුවන්නේ තවත් තේරුමක් නැති මිනිස් ඝාතන වර්ධනය වීමකි.ඒ නිසා චාවේස් යටත් විය.
